Nature of Work

Reporting to the Director of the Office of Procurement Services, Bureau for Medical Services (BMS), this position performs advanced-level administrative and procurement work for the Bureau.

The role is primarily responsible for managing the procurement of all Medicaid service contracts in compliance with regulations established under the West Virginia State Code. It also oversees the purchase and acquisition of all other commodities in accordance with policies set by the Department of Human Services (DoHS) Office of Shared Administration (OSA), the Department of Administration Purchasing Division, and the WV Auditor's Office Purchasing Card Policies and Procedures.

Key Responsibilities Include:

• Drafting specifications, reviewing bids, and making award recommendations.
• Executing contract renewals with vendors and within the WV OASIS system.
• Serving as a back-up liaison between BMS and the DoHS OSA Purchasing Division.
• Conducting market research for goods and services to assess needs, including reviewing internal resources, state/agency contracts, and market offerings.
• Contacting vendors and suppliers to gain insight into relevant products, services, and pricing.
• Processing delivery orders for vendor payments, ensuring invoice requisitions are accurate and complete.
• Logging delivery orders into the OASIS workflow and internal tracking systems.
• Resolving invoice discrepancies and addressing late deliveries in coordination with vendors.
• Collaborating with agency staff and vendors to resolve contract-related issues.
• Executing Purchasing Card (P-Card) payments to assigned vendors, reviewing receiving paperwork for accuracy, and entering reconciliation information into WV OASIS.
• Drafting specifications for Requests for Quotations (RFQs) and Requests for Proposals (RFPs); reviewing and evaluating submitted bids.
• Writing award recommendations and maintaining extensive knowledge of State and Agency purchasing processes, as defined in the Purchasing Handbook.
• Creating procurement status reports and working with other buyers to prioritize timelines.
• Interpreting procurement procedures and laws for Spending Unit staff.
• Acting as lead worker or reviewing assignments in the absence of the unit supervisor.

This position performs other duties as assigned.

Minimum Qualifications

Training: Bachelor's degree from a regionally accredited college or university.

OR

Substitution: Full-time or equivalent part-time paid experience as described below may substitute for the required training at the rate of one (1) year of experience for 30 credit hours of education.

AND

Experience: Two (2) years of full-time or equivalent part-time paid experience in a broad range of purchasing of commodities or services in a centralized purchasing function for use in the operation of a private industry or governmental unit. Purchasing experience must be for direct use of the industry or governmental unit, not for retail sales.

OR

Substitution: A Master's degree from a regionally accredited college or university may substitute for the required experience at a rate of one (1) year of experience for 15 semester hours of education not to exceed two (2) years.
