Job Summary
This position is located in the District Department of Transportation (DDOT), Office of External Affairs, Policy and Legislative Affairs Division (PLAD).
The incumbent serves an advisor to the Chief of External Affairs, the DDOT Director, and other DDOT and D.C. Government officials in the formulation, development and execution of matters pertaining to the complex legislative and policy issues of the agency.
Duties and Responsibilities
As the Policy Analyst for DDOT, you will analyze new or proposed legislation, regulations, and policies to determine impacts on agency program operations and management. The Policy Analyst will make appropriate recommendations relating to the implementation of such proposed legislation, and assist the PLAD Manager with strategic planning, development of policies and regulations, and coordinating events and activities for the agency with the general public, through communications with news media, various constituencies, and municipal entities.
The successful candidate for this position will interpret a wide range of policies and plans, develop, and coordinate special projects and programs to ensure that projects are carried out in a timely manner, and in accordance with established policies and procedures. The candidate will also prepare responses for management review to a variety of inquiries received from other District government officials, the general public, and numerous outside representatives, regarding the implementation of DDOT services.
Qualifications and Education
Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression. Examples of specialized experience may include: policy analysis, investigative work, preparation of reports, application of DC and federal laws that pertain to transportation, application of agency programs, plans, and concepts, professional communications with the Council of the District of Columbia.

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
Emergency Designation: This position has been designated as an essential employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communication. These duties may be performed when the government is closed or when most employees are dismissed early.
