Abby Kelley Foster Charter Public School seeks an experienced, collaborative, and energetic Special Education Leader to join the district for a position as the Acting Director of Special Education. Abby Kelley Foster Charter Public School (AKFCS) provides an education to 1426 students in grades kindergarten through twelve, comprised of an Elementary, Middle and High School. JOB SUMMARY:
The Director of Special Education will organize, administer and supervise a continuum of Special Education and related services for identified special needs students and their service providers, and to work closely with the Executive Director for Teaching and Learning,
Principals, and Administrative Staff to ensure appropriate instructional support services and specially designed instruction for eligible students in all buildings in compliance with state and federal Special Education Laws and Regulations. The Director is responsible for the research grant programs, writing funding applications, coordinating and leading the activities of a grant program, monitoring state and federal laws and applicable charter school regulations.
ESSENTIAL DUTIES & RESPONSIBILITIES:
Model the mission and character virtues of the school.
Provide leadership and supervision in the management of a continuum of special education services for special needs students, including but not limited to speech and hearing services, learning disabilities programs, programs for the physically handicapped and programs for the visually and hearing impaired.
Direct and monitor the implementation of Individual Education Plans (IEP) and timelines.
Supervise the chairing of initial reevaluation and selected annual review meetings as required.
Direct and monitor Special Education staff regarding the implementation of Special Education programming and compliance with IDEA and DESE regulations and advisories.
Exercise general supervision over the student identification, pre-referral, referral, and evaluation process
Coordinate with the selection of curriculum for Special Education students that is aligned with the school’s curriculum. Coordinate curricula for special education programs that align with general curriculum and evaluate the effectiveness of inclusion strategies.
Provide leadership in program planning for all students in need of special education services.
Coordinate and facilitate staff meetings for Special Education staff.
Implement and maintain the student database for special education services (PowerSchool - Special Programs)
Consult with and regularly assist building Principals in implementing instructional
support services, accommodations, and interventions for diverse learners.
Support building principals with the hiring of special education staff.
Exercise responsibility for the evaluation, maintenance of records and evaluation of students referred for special education services.
Identify and implement staff development programs, which include programs on differentiated learning and ways to meet diverse learning styles.
Direct and monitor Medicaid billing.
Keep current with developments in disability law, instruction strategies/techniques and provide leadership in determining their impact on instructional programming.
Comply with required state and federal reports.
Assist with, and coordinate alongside the Director of School Governance applications for state and federal grant assistance for Special Education, as well as any other supplementary sources of financial support, as needed.
Commit district resources to ensure the IEP is implemented as written.
Cooperate with all parent and other community groups, and work closely to form and support a Special Education Parent Council
Maintain good communication with special education parents/guardians.
Coordinate Special Education transportation services
Perform all additional duties as assigned by the Assistant Executive Director for Teaching and Learning
Assist with the development and implementation of action plans intended to accomplish specific goals and objectives related to special education.
Support Principals in implementing Special Education programs and services, and compliance with IDEA and DESE regulations and advisories.
Assist Principals with annual Teachpoint evaluations of Special Education staff
Provide input for general education interventions related to school’s strategic plan

PREFERRED QUALIFICATIONS:
Master’s Degree in Special Education
Active appropriate Massachusetts Licensure
Effective writing skills
Strong interpersonal skills to establish effective working relationships with teachers and school administrators
Experienced professional with a track record of proven school leadership; effective communication and interpersonal skills, time management skills; analytical and problem-solving skills.

WORK ENVIRONMENT:
While performing the duties of this job, the employee regularly works inside. The noise level in the work environment is usually quiet to moderate.
PHYSICAL DEMANDS:
While performing the duties of this job, the employee is frequently required to talk and hear, write, use their hands and fingers, manipulate keys on a keyboard, walk, stand, travel from one area/building to another, stoop, reach, and kneel. Specific vision abilities required by this job include close and distance vision. Some light lifting and/or carrying may be required.
