Job Description

POSITION PURPOSE:

Within the Department of City Development, under the supervision of the Chief Building Inspector, performs plan examinations, inspections, and code enforcement on all residential structures in securing compliance with city building, zoning, and related codes.

Essential Duties

ESSENTIAL DUTIES:
  • Performs residential inspections and notify owners of violations of the City Building and Zoning Ordinances and securing compliance with these ordinances.
  • Examines plans and specifications for primarily residential building construction and alterations. Determines whether such plans satisfy the provisions of the building code; approves or denies applications for building permits. Issues appropriate construction permits.
  • Inspects primarily residential construction of considerable variety, embracing all sizes and types of projects at various stages of progress as to excavations, footings, foundations, walls, roofs and oversees complete construction up to and including issuance of Final Certificate of Inspection.
  • Enforces the Racine Zoning Ordinance and makes investigations and decisions regarding zoning complaints.
  • Maintains records and prepares reports.
  • Maintains a consistent and reliable attendance record.

    ASSOCIATED DUTIES:
  • Assists the Chief Building Inspector in his/her duties and performs related work as assigned.
  • Performs related work as assigned by Chief Building Inspector.

Qualifications

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED

  • A high school graduate or equivalent.
  • Knowledge of the materials, methods and techniques used in building construction.
  • Must possess at least three (3) years of relevant construction trade experience. Relevant experience could include carpentry, masonry, HVAC, electrical, plumbing.
  • Knowledge of ordinances, laws and regulations relative to building construction and maintenance.

  • Ability to recognize faulty construction or hazardous conditions created by deterioration.
  • Ability to read and interpret building construction plans and specifications and to recognize deviations from such plans in the construction process.
  • Must possess a valid Wisconsin driver's license and have reliable transportation.
  • Ability to enforce regulations firmly, tactfully, and impartially.
  • Ability to express oneself clearly and concisely, orally, and in writing.
  • Knowledge and ability to efficiently work with computers and Microsoft software.
  • Must possess State of Wisconsin Certification for Uniform Dwelling Code Construction Inspector and Uniform Dwelling Code HVAC Inspector at time of hire.
