The Surface Water Treatment Plant Operator is responsible for the safe and efficient operation of the City’s water treatment plant and distribution system, ensuring residents receive safe, reliable, and high-quality drinking water. This position oversees chemical treatment, water quality testing, equipment monitoring, and compliance with EPA and Texas Commission on Environmental Quality (TCEQ) regulations.

We are also hiring a Trainee Operator — offering on-the-job training to help you gain the skills, experience, and certifications needed to become a fully licensed Surface Water Treatment Plant Operator .

Key Responsibilities

  • Perform and record water quality testing (chlorine residuals, fluoride, turbidity, alkalinity, hardness, etc.).
  • Monitor and adjust water treatment processes using SCADA systems, gauges, and meters .
  • Calculate and apply chemical dosages for proper treatment of raw water.
  • Collect and analyze bacteriological, organic compound, and alkalinity samples; prepare and preserve samples for transport to state-approved labs.
  • Inspect plant facilities including basins, filters, pumps, and motors; perform daily filter backwashing.
  • Maintain clear wells, towers, and storage tanks; manage pump operations and monitor lift stations.
  • Keep accurate records, prepare reports, and input process control data.
  • Respond to customer concerns, coordinate with City departments, and generate work orders as needed.
  • Ensure safe handling and storage of hazardous chemicals; maintain compliance with TCEQ water quality standards .
  • Perform general custodial and equipment cleaning duties to ensure a safe and functional work environment.

Work Environment

Work is performed throughout City treatment facilities and in the field. Duties require exposure to hazardous chemicals, infectious agents, high-voltage equipment, confined spaces, and outdoor weather conditions . Work may involve operating tools and machinery, climbing ladders, and physical activity in and around treatment facilities.

Minimum Qualifications

  • High school diploma or GED.
  • Valid Texas Driver’s License.
  • Two (2) years of surface water treatment plant operations experience OR equivalent education and training.
  • Must obtain a Class B Commercial Driver’s License (CDL) within 2 months of hire.
  • Must hold a Class C Surface Water Operator Certification .

Knowledge, Skills & Abilities

  • Knowledge of TCEQ, EPA, and public water system regulations .
  • Proficiency in chemical analysis, water sampling, and lab testing methods.
  • Ability to read and interpret gauges, meters, reports, and technical manuals.
  • Familiarity with SCADA systems and plant operations technology.
  • Understanding of workplace safety policies, PPE use, and chemical handling.
  • Strong organizational and time-management skills.
  • Effective communication and interpersonal skills for working with staff, agencies, and the public.
  • Ability to work independently and as part of a team in a safety-sensitive environment.
