Job Description

The Bipartisan Policy Center (BPC) is a Washington, DC-based think tank that helps policymakers work across the aisle to craft bipartisan solutions. By connecting lawmakers, delivering data and context, negotiating policy details, and creating space for bipartisan collaboration, BPC ensures democracy can function on behalf of all Americans. BPC is currently seeking one or more senior analysts to support BPC’s Energy Program and our growing portfolio of work focused on energy innovation, decarbonization, climate policy, infrastructure, and permitting reform, carbon management, natural climate solutions, and other related issues. The successful candidate will be an independent thinker and strong team player who thrives in a dynamic, collaborative, and fast-paced environment. The Senior Policy Analyst role is versatile, involving a variety of tasks, often simultaneously. A good candidate will be able to learn about new and evolving policy issues, interact with policy experts and political leaders, and lead stakeholder engagement to build effective coalitions for federal policy action. ROLES AND RESPONSIBILITIES Lead research and writing on a range of energy and climate issues, including a focus on one or more key issues for the BPC Energy Program: (1) artificial intelligence and energy; (2) energy innovation, startup support, and technology commercialization and deployment, including market-support mechanisms for clean power, hydrogen, and other clean fuels; (3) permitting reform; (4) biomass energy, bio-based fuels, and natural climate solutions; (5) border carbon adjustments, carbon accounting, and issues related to the measurement, monitoring, reporting, and verification (MMRV) of greenhouse gas emissions; and (6) energy sector supply chains. Oversee product development of a variety of written work products, including white papers, reports, issue briefs, fact sheets, and blogs that may include data analysis, visualizations, or infographics. Responsible for project management of specific assigned work streams, including developing project work plans and timelines. Oversee the work products of junior team members, including assigning specific research and writing assignments and editing work products. Plan and implement stakeholder engagement and coalition-building activities, including regular coordination and communication with BPC senior fellows, project principals, and task force members. Support the Program’s communications and public events activities, including developing, reviewing, and editing content for BPC’s social media channels and drafting talking points for public events and radio, podcast, and print media interviews. Work with the Energy Program’s senior management and the BPC development team to draft grant proposals, grant reports, and support other donor management needs. QUALIFICATIONS Strong policy or industry background with knowledge of the federal energy and climate policy landscape, key stakeholders, and technologies. Bachelor’s Degree and 4 or more years of relevant experience OR relevant advanced degree and 3 or more years of relevant experience. Excellent quantitative and qualitative research skills. Excellent writing and verbal communications skills. Strong team player with a collaborative spirit. Strong ability to manage and prioritize multiple tasks with often overlapping deadlines while maintaining a high degree of thoroughness and accuracy. Work Schedule The work/life balance of employees is a priority for the Bipartisan Policy Center. As a result, BPC is currently operating on a hybrid schedule. Employees at BPC are currently coming into the office three times a week. Exact time and schedules will be determined between an employee and their manager. BPC offers comprehensive health insurance benefits with a choice of open access HMO, POS, or PPO plan. HMO and POS individual plans have a monthly premium cost share of 10%. Dependent and Family HMO and POS plans are offered with a monthly cost share equal to 20% of the difference between the plan premium and the individual HMO monthly premium. PPO plans are offered with a 20% premium cost-share for all plans. Additional benefits include 403(b) matching contributions of up to 7% of salary in addition to a non-elective contribution of 2% of salary (both after 90 days of employment); 15 vacation days, 2 personal days, 15 sick days, and 12 holidays per year; education benefits up to $5,250 per year after one year of employment; $2,000 for professional development expenses after six months of employment; Metro benefits of up to $130 per month; Company provided life insurance; and dental and vision insurance coverage with a Flexible Spending Plan. We reasonably believe that the base salary range for this position is $83,000 - $108,000.
