BASIC FUNCTION

Assist the public health department in the development of evidence-based policies and activities affecting Texas physicians and patients. Responsible for staffing public health TMA committees/subcommittees and/or coalitions as well as assisting in staffing other TMA organizational components (ad hoc work groups, etc.) that report to the Council on Science and Public Health or in association with Division activities.

MAJOR RESPONSIBILITIES/TASKS

  1. Assist in the development, implementation, and dissemination of specific TMA public health and science priorities/initiatives, including but not limited to: child and adolescent health and the services provided to these populations, cancer research and prevention, and tobacco use prevention and cessation.
  2. Function as lead staff for assigned TMA committees/subcommittees and/or coalition/stakeholder groups as directed and assist with other ad hoc work groups as assigned.
  3. Provide staff support on public health and science issues, including gathering research, assessing data, preparing specialized reports, developing fact sheets and other physician educational materials, and identifying and developing policy direction for the association.
  4. Function as an ongoing resource to physician members on regulatory and legislative issues that have an impact on public health, science, and physician clinical practice.
  5. Assess and monitor assigned legislative topics, including conducting legislative policy analyses for TMA, preparing written testimony, coordinating physician testimony for legislative committees, and monitoring developments of legislation related to public health and science.
  6. Serve as a liaison to state agencies, coalitions, and other health stakeholders to represent TMA on public health and science issues.
  7. Work with a diverse set of stakeholders, including physician leaders and TMA staff, to develop and promote educational resources and presentations.
  8. Perform other related duties as directed or required.

SUPERVISORY RESPONSIBILITY

No direct supervisory responsibility.

INDEPENDENCE/SUPERVISION RECEIVED

Will generally work independently but also with other policy staff on TMAs public health priorities. Assignments can be complex and may vary greatly. This requires taking initiative, exercising independent judgement, and problem-solving skills to determine the best and most effective/appropriate course of action.

GENERAL QUALIFICATION REQUIREMENTS

Knowledge and Experience:

Requires a robust understanding of the field of public policy, preferably associated with public health. Knowledge required is generally equivalent to the attainment of a Masters degree in Public Health or Public Administration, and two to three years of work experience in policy activities or public or population health. Strongest candidates would have knowledge and experience in any or all of the following: legislative processes; local or state public health agencies and regulatory agencies; and public health issues as it relates to physician practice.

Skills and Abilities:

Ability to understand and follow oral and written instructions and to work effectively with other TMA employees both within and across other departments and divisions. Must be able to participate as an effective team member. Must be organized, flexible, and be able to develop evaluative work-plans. Strong public speaking and writing skills are crucial, as is the ability to work effectively with TMA physician members. Must be PC literate. Proficiency in survey design, development, and analyses desired.
