Job Description
The President of the McAllen Economic Development Corporation (MEDC) performs professional management and administrative work in planning, organizing, coordinating, and executing economic development programs under the direction of the Board of Directors and McAllen City Commission. The President will be responsible for conducting and supervising the daily activities of the MEDC team of professionals, including the development and implementation of a Board- approved, industrial-focused economic development strategic plan, business recruitment, retention, and expansion efforts, land and building development, international trade and foreign direct
investment, as well as special projects as assigned by the MEDC Board of Directors and McAllen City Commission.
Essential Functions and Responsibilities
1. Implement all policies adopted by the MEDC Board of Directors and shall manage and direct the
operation of the business of the MEDC and its employees.
2. Lead the identification, attraction, management and successful recruitment of new industrial
business prospects, supply chain development, business retention and expansion activities,
including but not limited to the development of an international trade and foreign direct
investment attraction and implementation strategy.
3. Preside at all meetings of the members and execute any deeds, mortgages, bonds, contracts, or
other instruments which the MEDC Board of Directors have authorized to be executed, except
in cases where the signing and execution thereof shall be expressly delegated by the MEDC
Board or by the MEDC's Bylaws.
4. Collaborate, support and communicate with the City of McAllen Board of Commissioners and
management.
5. Prepare a recommended list of measurable goals for the Board's consideration annually;
implement said goals and provide the Board with progress updates.6. Prepare, present, administer and oversee an annual balanced budget to be adopted by the MEDC
Board of Directors.
7. Maintain accurate and complete records of all client projects and incentive packages; administer
approved incentive programs.
8. Propose and develop policies to stimulate expansion of existing businesses and existing
investments in McAllen by making and maintaining regular contact, including guidance through
the development process including financing advice regarding federal, state, and local grant and
assistance programs.
9. In conjunction with the Board of Directors and City Commission, prepare, implement, and
administer short term and long-range, strategic economic development planning.
10. Conduct necessary research, marketing and site facilitating programs to enhance economic
development and job growth within McAllen and the surrounding area with an awareness and
concern for mitigation of negative impacts of development, if any, on the natural environment.
11. Engage outside agencies and the public including developers, members of the business
community, and citizens' groups to explain and promote the MEDC's services, programs,
policies, procedures, goals, and objectives related to economic development.
12. Interact with federal, state, and local government officials, Chamber of Commerce and
Convention and Visitors Bureau representatives, private-sector companies, economic
development professionals, economic development networks/associations, and any others to
effect changes in governmental and/or administrative policies to encourage commercial
expansion as well as new development.
13. Performs other duties as assigned/directed by the MEDC Board of Directors and McAllen City
Commission.

Minimum Qualifications
• Bachelor's degree in Economics, Business Administration, Finance, International Relations, or a
related field from an accredited college or university. Degree may be substituted with five (5) years
of relevant administrative and management experience.
• Knowledge of and experience with economic development programs or non-profit management.
• Strong analytical, organizational, and financial skills.
• Ability to appropriately utilize and maintain confidential information.
• Excellent verbal and written communication skills and the ability to prepare and present concise
and effective reports/presentations.
• Knowledge of trends, developments, and techniques in the economic development field.
• Ability to represent MEDC and the City of McAllen in an ethical and professional manner at all
times.
• Bondable.• Flexibility and ability to travel domestically and internationally as required.
• Proficiency in computers, including the Office Suite, and ability to use office equipment.
• Valid Texas driver’s license.
Preferred Qualifications
• Proficiency in the Spanish language.
• Proven track record of success in economic development or related business leadership.
• Experience in the successful leadership and mentorship of a high-performing, industrial-focused
team of professionals.
