Description
As a Land Use Planner, you will assist several large multi-disciplinary project teams and help guide them through the zoning entitlement process for construction and development projects. This role involves preparing and overseeing rezoning applications, drafting project documents, coordinating with technical consultants, and ensuring compliance with state and local regulations. You will develop relationships with clients and stakeholders, represent clients at public hearings, and monitor changes in land use policies. Your expertise will support impactful construction projects across Northern Virginia jurisdictions.
Key Responsibilities
Project Management:
- Guide multi-disciplinary project teams through the zoning entitlement process for construction and development projects.
- Prepare and oversee rezoning, special exception, and other land development applications for new construction and redevelopment projects.
- Review and provide direction to technical consultants, such as architects and surveyors, on zoning exhibits and plats for construction projects.
- Submit and monitor the review of zoning and land use applications and respond to questions and requests from municipal staff related to construction and development under attorney supervision.
- Assist with the processing of permits and bonds for construction projects.
- Train and mentor members of the team.
Documentation and Compliance:
- Draft/review findings, project descriptions, statements of justification, and review code sections related to construction and development.
- Prepare economic disclosure statements and affidavits, including city and county ownership affidavits and disclosures for development projects.
- Coordinate state and local lobbying ordinance registration and reporting processes for development projects.
- Review affidavits and mailings related to construction projects.
- Prepare project closing binders, records of project approvals and proffer compliance trackers for construction and development projects.
Research and Analysis:
- Research and review land use and comprehensive plans to support construction projects.
- Undertake land use, zoning, title, and survey due diligence for construction sites.
- Research, monitor, and report on revisions to local land use policies and zoning ordinances affecting construction and development.
Engagement:
- Develop relationships with internal clients, engineers, architects, citizen groups, planning commissioners, and elected officials to support construction projects.
- Work directly with internal clients and planning staff of various jurisdictions to support construction projects.
- Assist with correspondence with elected officials to discuss proposed construction and development projects.
- Present land use applications to planning commissions, boards of supervisors, and council members in various jurisdictions for construction and development projects.
- Participate in local land use, transportation, and real estate associations, and forums related to construction and development.
Skills, Knowledge and Expertise
- Bachelor’s degree in real estate development, urban planning, construction, engineering, or related field is a plus but not required.
- A minimum of 3-5 years of experience in related role or field.
- Financial aptitude and solid problem-solving/analytical skills required to conduct financial analysis, scenario analysis and profitability models
- Exceptional oral and written communication skills with the ability to effectively interact with all levels of management
- Versed in Microsoft Office suite of products, in particular Excel
- Ability to learn sector/project-specific software systems
- Must be highly credible and trustworthy, and operate with high degree of integrity
- Must hold oneself and others accountable and strive for a high level of excellence
