Grants Manager City of St. Cloud, St. Cloud, MN Responsibilities Serve as primary administrator for the grant management system. Oversee the Community Development Block Grant (CDBG) program and supervise the CDBG Program Manager. Assess new grant opportunities and applications for alignment with City’s strategic priorities. Write and develop grant proposals and collaborate with external consultants. Establish grant planning and development program, providing support and guidance to departmental staff. Provide pre‑planning and technical support to City departments and community partners, including reviewing applications, narrative edits, developing timelines, and ensuring budget consistency. Create, oversee, and coordinate a centralized grants management, tracking, and reporting system. Administer grant program funds through analysis and financial reporting. Maintain a master file of all funding administration information. Collaborate with staff to optimize program implementation and reporting. Develop policies, procedures, and systems ensuring compliance and robust internal controls. Perform additional tasks as assigned. Minimum Education and Experience Bachelor’s Degree in Business Management, Public Administration, Financial Management or related field supplemented by six (6) years of government and CDBG grant‑related experience and two years of supervisory experience; or equivalent combination of education, training and experience. Must possess and maintain a valid state driver’s license with an acceptable driving history. Knowledge, Skills and Abilities Strong organizational and attention to detail. Ability to foster productive relationships with stakeholders. Knowledge of grant application criteria and alignment with city priorities. Proficiency with mathematical concepts applicable to grant budgeting. Excellent written and oral communication skills. Strong reasoning and problem‑solving abilities. Ability to interpret instructions in written, oral, or diagrammatic form. Physical Requirements The employee is regularly required to sit; frequently required to use hands; occasionally required to stand, walk, reach, stoop, kneel, crouch or crawl; may occasionally lift up to 10 pounds. Vision and hearing requirements as specified.
