Job Description

The State Board of Civil Legal Aid (BOCLA) is seeking a strategic and experienced professional to lead grant management for state funding of Minnesota’s civil legal services delivery system. This new Grants Manager role offers the opportunity to contribute to the development of a strong legal aid infrastructure across the state. The Grants Manager will report to the Program Administrator and serve as a key member of BOCLA’s staff leadership team. The ideal candidate will bring a solid understanding of civil legal aid, strong organizational and communication skills, and a demonstrated commitment to advancing access to justice for low-income Minnesotans. Primary Responsibilities Oversee the allocation of approximately $35 million in state grants to civil legal aid providers, including managing the application, review, and award process. Lead ongoing grant administration activities, such as performance monitoring, site visits, and reporting. Support strategic planning and recommend investments in areas such as technical assistance and capacity-building for grantees. Provide research, drafting, and logistical support to Board committees and contribute to initiatives such as the development of statewide standards for civil legal aid delivery. The Grants Manager will be a key part of the staff leadership for the newly established State Board of Civil Legal Aid. Initial responsibilities of the Grants Manager will include: Managing the process of allocating approximately $35 million in grants to civil legal aid organizations throughout Minnesota. This includes leading the process to solicit and evaluate grant applications. Leading ongoing grant management, including site visits and grant reporting. Recommending other investments in civil legal aid, including technical assistance to grantees. Providing support, including research and drafting, to Board committees and technical expertise for Board initiatives such as the creation of program standards.
