JOB DESCRIPTION:

The Navy Business Group currently has a career opportunity for a Fleet Training Policy and Requirements Analyst to provide training program analysis and action officer support to Commander, U.S. Pacific Fleet (CPF).

Program Analysts have experience at the senior level including supervisory experience.Program Analysts review program-specific data, evaluate program plans/changes, and assist in the preparation of documents with various senior levels, civilian and military stakeholders.They are able to analyze program information, strategize plans, produce quality analytic work in the form of information papers, white papers, briefs, and executive correspondence and effectively present the results in a clear and concise manner when required.Program Analysts utilize time and government furnished equipment (GFE) to accomplish their tasks successfully and promote program efficiencies.The following capabilities are typical of support tasks: equivalent of event planners, trainers, response cell, data collection, and assessment; after action reporting, policy analysts, instructors (i.e. journeyman instructor), courseware and doctrine developers; and scenario developers, and event execution support staff.They are subject matter experts in their fields of expertise.

The ideal candidate will be an experienced training program analyst and subject matter expert (SME) in Fleet level training programs, policy, requirements, and funding.He/she will have experience with the developing strategies, budgetary requirements, POM requirement statements, and use of metrics to capture cost, readiness, and training performance. In addition, he/she will have excellent public speaking, presentation, and time management skills, as well as at least eight (8) years of applicable experience in:

•U.S. Navy fleet and/or Joint training operations, policy, doctrine, systems, and staff procedures, including an understanding of the Optimized Fleet Response Plan (OFRP), Fleet Response Training Plan (FRTP), Fleet Training Continuum (FTC) and other Navy training policies

•Managing/ prioritizing large, complex projects involving numerous stakeholders

•Team and/or project leader

•Leading working groups and cross functional teams

•Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity/deliverables

•Engaging Senior Staff at the Flag Officer/Director/Manager level in both written and oral format

•Conducting fleet training analysis/assessment to identify gaps, training needs and solutions

Specific Functional Area duties include:

•Assist in the development of Tactical Training Range System (TTRS) strategy, future year planning, current year decisions, event, and schedule related action items, including live or virtual meeting coordination and support.

•Assist in the development of Live, Virtual and Constructive (LVC) (synthetic) strategy, future year planning, current year decisions, event, and schedule related action items, including live or virtual meeting coordination and support.

•Assist in the development of Joint and Coalition training interaction strategy, training device / strategy, future year planning, current year decisions, event, and schedule related action items, including live or virtual meeting coordination and support.

•Assist in the development of Program Objectives Memorandum (POM) requirement statements, briefings, and funding profiles using Training Requirements Alignment Portal (TRAP) as required

•Assist with review and comment on Program and Budget Information System (PBIS) issues

•Assist in development of annual Program Readiness Review (PRR) briefings to OPNAV resource sponsors and support receipt of PRR briefings from subordinate commands as assigned

•Assist in review of and attend PRR / Task Order (TASKORD) briefings with a focus on long-term impacts to the CPF LVC strategy of current and past performance, project accomplishment, and funding profiles

•Work with OPNAV, USFF, NSWC Corona and other commands as necessary to accomplish research and background knowledge / understanding of actions that occurred in the past, are ongoing, and/or with future ramifications to CPF N7 LVC strategy for the purposes of informing applicable CPF N7 staff

•Attend East Coast time zone working groups, meetings, Teams, VTC, SVTC, and other meetings to facilitate a real time interaction with East Coast commands and entities.Report results, actions, decisions, and / or due outs from those attendances to the cognizant CPF N7 representative

•Assist and advise during execution year issue discussions providing background information, knowledge of previous situations with similar conditions including any background similar or different from the current execution year issue, any decisions made, ramifications of those decisions, second/third order effects, and any unintended consequences

•Travel is required and estimated at 10% per year to other Navy installations in CONUS and Hawaii

Qualifications


REQUIRED EDUCATION / EXPERIENCE / SKILLS:

•U.S. citizen with Bachelor of Arts or Science degree and Secret clearance

•Active military duty experience including recent fleet and Joint training experience, as well as operational experience at a major command / staff at the mid- or senior-grade officer level

•10 years of general training program analyst and Functional Area experience (14 years in lieu of degree will be considered): see detailed tasks above

•Minimum of five (5) years of experience at the Echelon II level or higher staff

•Minimum of five (5) years of experience in Fleet level training programs, policy, requirements, and funding

•Knowledge and understanding of Planning, Programing, Budgeting and Execution (PPBE) cycle

•Superior knowledge of analytical methodology, assessments, and program evaluation with commensurate expertise in preparing project papers, senior management level briefings / presentations and executive correspondence

•Proven written and verbal communication skills at the senior executive level with ability to act independently and effectively manage multiple priorities and interruptions with minimal impact on productivity and deliverables

•Experience in use of MS Office (e.g., Word, Excel, and PowerPoint) products

DESIRED EDUCATION / EXPERIENCE / SKILLS:

•Comprehensive understanding of all phases of the OFRP / FRTP.

•Familiarity with the OFRP, FRTP and Fleet Training policy documents, including the Fleet Training Continuum (FTC)

•Understanding of the Fleet training Command and Control (C2) structure
