The City of North Lauderdale is seeking a self-motivated professional to serve as Economic Development Program Manager. This position is responsible for assisting the Community Development Director in coordinating efforts to enhance and diversify the economic base of the City of North Lauderdale through the retention and expansion of existing businesses, and the attraction and development of new businesses. Candidates should have an excellent understanding of economic development incentive programs, marketing, and event coordination and be proficient in various software programs, database management and GIS.

ESSENTIAL JOB FUNCTIONS • Develops and provide recommendations on overall economic development vision, goals, strategies and policies for the city; • Coordinates economic development activities with other private and public sector agencies in order to promote financial health on a citywide basis; identifies and fosters partnering opportunities for various economic development programs and proposals; • Provides written analysis, evaluation and recommendations regarding economic development proposals; • Identifies and implements strategic, short- and long-range planning and programmatic framework to achieve agency economic development goals; • Oversees implementation of economic development assistance and incentive programs; • Provides leadership and serves as a subject area expert on economic development matters, providing technical advice to other departments and the economic community; serves as a resource on economic development financing methods; • Acts as liaison to and builds strong relationships with departments and the economic development community, including government agencies, non-profits, and businesses, as well as entrepreneurial and civic/community groups, regarding issues of economic concern, development proposals, and projects; • Makes presentations to boards, the business community and other groups regarding findings and recommendations; facilitates and represents the Agency and County at meetings with members of the business community and the general public; • Reviews and analyzes complex real property acquisition records and reports, leases, agreements, options, deeds and contracts; • Researches, analyzes, interprets, and prepares studies and reports on a variety of economic and demographic data, including labor market trends and other regional economic planning issues; • Researches, prepares, and/or oversees preparation of complex grant and funding applications and proposals, and administers grants; • Develops qualitative and quantitative measures to monitor, ensure, and evaluate program/project financial status, contract/grant/permit compliance, professional consultant/contractor performance, and customer satisfaction; • Performs various public relations activities, which may include development of promotional materials and press releases; • Prepares and oversees preparation of project and program budgets and participates in preparation of economic development budgets; • May serve as staff for, or provide advice to, a variety of boards, commissions, and committees; • Operates various office equipment including computer, printer, copy machine, telephone system, facsimile machine, calculator, etc.

ADDITIONAL JOB FUNCTIONS • Assists with the Economic Development budget preparation process and reviews all expenditures within the division. • Assists with the preparation of grant applications and required reports. • Assists with training, supervision and appraisal of employees within Community Development Division as directed by Community Development Director. • Provides general support to all departmental functions and performs related work as required. • Performs related duties as required.

KNOWLEDGE, SKILLS AND ABILITIES Knowledge of: • Objectives, principles and techniques of urban planning, community and economic development, including recent developments, current literature and sources of information in the field of public planning and neighborhood revitalization. • Federal, State and local technical codes and related laws, and ordinances and regulations. • The social sciences, and of the sources, methods and application of socio-economic data to city planning, economic development and neighborhood improvement. • Basic office equipment e.g. computers, printers, copy machines, scanners, telephone systems, calculators, facsimile machines, etc. • Functions and operations of department activities. Ability to: • Exercise advanced management and supervisory skills to enable the coordination and effective interaction between divisions and employees. • Establish professional working relationships with other employees and general public, business community and communicate effectively with co-workers, developers, architects, engineers and members of advisory boards. • Read blueprints, plans and maps. • Understand and follow oral and written instructions; express ideas accurately, clearly, effectively and concisely to management, elected officials and the public. • Write legibly, keep records and prepare reports. • Access, operate and maintain various software applications. • Handle a heavy workload and deal with emergency situations; operate effectively under stress and with a heavy workload; adhere to tight schedules. • Be discreet, flexible, cooperative, handle sensitive situations and be a team-player.

DESIRABLE EXPERIENCE AND TRAINING • Bachelor's degree in Economic Development, Business Administration, Urban Planning, Public Administration or other directly related field from an accredited college or university and five (5) years of professional experience in urban planning and/or community development; in a professional capacity, at least two (2) years of which must have involved managerial responsibilities. • A Master's degree in Economic Development, Business Administration, Urban Planning, Public Administration or related field.

PHYSICAL REQUIREMENTS Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).

ENVIRONMENTAL REQUIREMENTS Work is performed in usual office conditions with rare exposure to disagreeable environmental factors.
