About Us

The Office of Justice and Civil Rights (OJCR) within the Office of the Secretary (OOS) is hiring an Employee Investigations Administrator. In this role, you will be a guiding force, providing consultation, expert level risk management, quality control, training, monitoring, mentoring, and support for DSHS in employee civil rights investigations. You will play a key role in ensuring the work of the OJCR is exceptional. Join us in advocating for justice and equity within our workplace and for those served by Washington State's DSHS.

As an Employee Investigation Administrator, you'll report to the Chief Investigator, overseeing a small team of investigators. Your role includes advising and guiding the investigators on significant and sensitive issues related to investigations and personnel matters. Your expertise in civil rights employment law liability, investigation techniques, and the production of superior reporting writing through your review and edits is vital for your success. A hybrid telework schedule, with travel on occasion, is available for this job. Must reside within the State of Washington.

Some of what you will do

* Ensure DSHS effectively executes responsibility for employee civil rights investigations

* Monitor & track OJCR work to ensure the timeliness and highest quality of all employee investigations is provided. Coordinate civil rights investigations responsibilities in conjunction with the Chief Investigator, internal staff, and external investigators

* Develop, implement, and deliver education and training to Investigators that will assist in overcoming obstacles, identify strategies, and improve processes

* Provide well-informed risk management analysis, assessment, and support to DSHS leadership in areas surrounding employment liability, managing, and coordinating personnel investigations

* Confidentially, efficiently, and accurately coordinate high-profile investigations for DSHS leadership and senior management

* Provide direction, coaching, and supervision to unit staff, and investigators; evaluate performance, collaborate on goal setting, and provide feedback and guidance in support of personal and professional development opportunities with an emphasis on responsive customer service

* Manage and review investigation reports, investigation outcomes and follow-up actions needed; finalize investigation reports to ensure unit quality standards are met and for final review by the Chief Investigator

* Develop and implement effective workforce strategies for employee engagement, inclusion, performance management, employee and labor relations, and human capital accountability

* Act as lead for investigation strategies and processes ensuring the department has policy and practices in place to conduct defensible and thorough investigations

* Develop and coordinate relevant investigation reports and data to be used by leadership

Looking ahead 6-12 months, your journey as an Employee Investigation Administrator will be marked by significant accomplishments. Collaborating closely with the Chief Investigator, you will monitor and update comprehensive Standard Operating Procedure, improve and evolve the employee investigation process, and dramatically shorten investigation timelines establishing quality and timeliness metrics. Additionally, you will ensure alignment of OJCR work with the latest industry standards and legal requirements.

Your contributions will extend to the development of proactive measures to prevent discrimination, harassment, and retaliation complaints. Your team will be operating at full capacity, laying the groundwork for even more efficient and accurate investigations. Your primary focus will center on the effective management of investigator performance, with a keen eye for identifying areas of improvement and the delivery of valuable coaching to enhance your team's capabilities.

Who should apply

* Professionals with a bachelors* degree with emphasis in human resources, English, business, social sciences, public administration, or closely allied field

* And, 5 years of investigative experience, concurrent work experience shall include:

* Two years supervisory skills in a large organization that involve assessing learning needs and creating opportunities

* Coordinating cultural and ethnic diverse systems of service delivery

* Effective communication across all organization levels

* Proven ability to mitigate risks and facilitate resolutions

* Ability to identify trends and root causes and use data & insights to drive process improvements

* A master's degree may be considered as substitution for 2 years of investigative experience, while a Juris Doctorate may substitute for 3 years of investigative work experience.

Equivalent professional experience/education.
