DEFINITION OF RESPONSIBILITY
The primary role of the Data Architect is to define practices to manage data at rest and as data moves through the enterprise, coordinating the efforts of the various teams involved.
In this role, the Data Architect will be responsible for developing, analyzing, and maintaining the County's data architecture. The Data Architect will serve as a subject matter expert and perform tasks that contribute to and define the organization’s mission and vision. The Data Architect will work to improve and streamline data practices and assist in defining interfaces, improving the organization’s understanding of data and access to data across the enterprise. The candidate in this role should be analytically minded, an excellent problem-solver, and able to work independently or as part of a team.
EXAMPLES OF ESSENTIAL DUTIES
Provides leadership and guidance to the organization regarding enterprise data strategies, such as data quality, data flows, data warehousing, big data, data analytics, and data science.
Defining technical standards and guidelines related to data flows and data consumption.
Leads and participates in the development of conceptual, logical, and physical data models.
Focuses on data quality, educating the organization on the importance of data quality and data stewardship.
Documents databases, interfaces, data movement, and mapping data sources/data stores.
Documents the business meaning/value of the data, including uses, quality, applications, database technology, and semantics.
Creation and revision of data dictionary definitions, data governance practices, and data standards.
Defines quality of service requirements: data currency, availability, response times, and data volume.
Ensures compliance with data security, privacy mandates, and enterprise architecture standards.
Educates peers and cross-trains team members in relation to data management strategies, data warehousing, data flows, and data architecture.

Education
Bachelor's degree from an accredited college or university in Computer Science, Information Systems, or Computer Engineering.
Experience
7 to 10 years of experience as a Data or Information Architect. (Additional experience may be substituted on a year-for-year basis up to a maximum of two years for the required education.) 10+ years overall IT experience. Must have 5+ years of experience in database technologies, data design, administration, and performance optimization for large enterprise applications.
Knowledge, Skills, and Abilities (Entry-level)
Strong and demonstrated experience with enterprise data architecture, data management, data replication, and application integration in data platforms.
Knowledge of dimensional modeling and data warehouse design techniques.
Knowledge and experience in data transformation concepts and technologies.
Strong conceptual, problem-solving, and analytical skills.
Strong knowledge of RDBMS technologies (Oracle, SQL Server).
Knowledge of alternate data technologies such as NoSQL.
Experience with complete data development life cycle and best practices.
Excellent client/user interaction skills to determine requirements.
Strong collaboration skills.
Preferred Skills
Ability to communicate across all levels within an organization.
Knowledge and understanding of Waterfall/Agile/Rapid application development.
Knowledge of technologies/solutions adopted by OIT including but not limited to: Microsoft Stack (SQL Server, SSRS, SSAS, SSIS, Power BI, SharePoint).
Oracle Stack (Oracle RDBMS).
Enterprise Service Buses (ESB's).
ETL concepts and toolsets.
Creative problem-solving skills and ability to work on own initiative to drive and deliver results.
Collaborative with strong interpersonal skills.
Strong written and verbal communication skills.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application.
