Morgan Consulting Resources, Inc. has been retained to conduct the national search for the Chief Financial Officer (CFO) for Community Health Plan of Imperial Valley (CHPIV) , part of the Imperial Valley Local Health Authority Commission in El Centro, California. This is a fantastic opportunity to be a part of a Local Health Initiative with a strong commitment to serve the Imperial Valley membership. CHPIV has partnered with Centene/Health Net (Subcontractor for delegated responsibilities or “Delegate”) to serve their 98,000 membership as a Single Plan Model.

Location : El Centro, CA is preferred, however, hybrid or remote opportunity is available.

About the organization:

Established in 2023 by Imperial County Local Health Authority Commission as a dba, Community Health Plan of Imperial Valley (CHPIV) has the backing of the Local Health Authority which was established in 2014. It is supported by DHCS as a unique structure for locally managed healthcare. CHPIV directly contracts with DHCS as the only health plan for Medi-Cal members in the County (Single Plan Model). CHPIV provides leaders the opportunity to recruit and build their own team. This is an exciting time for Imperial Valley to shape the future of healthcare in the community. The membership is under the CHPIV umbrella with delegated services provided by the Delegate, Centene/Health Net (who currently provide the services in the County). Key senior leaders were hired in early 2023 to prepare for the January 1, 2024 go-live date. The organization continues its transition journey.

About the position:

Reporting to the CEO, the CFO leads the organization’s financial operations, including oversight and governance functions of the contracted health plan financial operations. Experience with government programs, specifically Medi-Cal is important and Medicare experience is an added plus. The CFO must be comfortable in fluid environments, business savvy and be able to respond quickly to changing regulations. The ideal candidate will have previous Board reporting experience, modeling expertise (as the organization develops a DSNP program), and a long-term vision for building the organization as well as the finance functions.

Filled: Senior Manager of Accounting (no direct reports)
Potential future opening: Claims Oversight Analyst
Potential future opening: Provider Network Oversight Analyst

Examples of Goals for the CFO:

• Achieve greater than 400% TNE;
• Establish database for future analysis; and,
• Timely completion of audit with management report audit controls.

Revenues: $290K Million (approximate)

Key responsibilities (not all inclusive):

• Financial Oversight of contracted health plan operator (See Delegation of Responsibilities).
• Appraise Community Health Plan of Imperial Valley (CHPIV) and Health Net financial positions and issues periodic reports on the organizations’ financial stability, liquidity, and growth. Provide all required regulatory and contractual financial reports to the Department of Managed Health Care and the Department of Health Care Services and other agencies as required.
• Treasury management, including cash and investments, assuring adequate resources to achieve goals as well as optimal returns on investments.
• Oversee and direct the preparation and issuance of the annual audits, including both the CHPIV and the contracted Health Plan Operator (oversight responsibilities).
• Oversee and direct budgeting, accounting, purchasing, long-range forecasting, and risk management for the CHPIV and oversight of the contracted plan operator.
• Develop, implement, and monitor procedures and computer applications necessary to maintain proper records, implement accounting controls, and issue timely and accurate reports on financial matters.
• Provide financial direction and supervision of all compliance audits, reviews, and assessments of delegated administrative services.
• Provide oversight of the contracted health plan operator, overseeing their analysis, consolidations, cost accounting activities together with other statistical and routine reports.
• Analyze proposed Medi-Cal Managed Care rates and rate setting methodology.
• Oversight and direction regarding the resolution of provider claims grievances (unrelated to medical matters).
• Ensure the privacy and security of PHI (Protected Health Information) as outlined in the CHPIV’s and contracted operator’s policies and procedures relating to HIPAA compliance.

Education:

• Required: Bachelor’s Degree in Accounting from an accredited four-year university.
• Strongly Preferred: CPA or Master’s degree.

Experience:

• Minimum of five years of managed care experience.
• Minimum of 3-5 years of leadership experience.
• Experience with government sponsored programs, Medi-Cal and Medicare.

Knowledge/Skills/Abilities:

• In-depth knowledge of the health care industry, managed care, Medi-Cal and other government programs, Federal and State regulations applicable to managed care.
• Demonstrates knowledge of the financial aspects of managed care, including provider contracting, budgeting, accounting, medical-loss ratios, provider reimbursement methodologies, risk pools, and claims processing.
• Strong skills in identifying, planning, leading, and executing appropriate and successful health care business strategies to meet changing organizational and regulatory requirements.
• Knowledge of conducting financial management in public agencies.

Salary range: $300-330k base with 10% bonus potential

About the area: El Centro is the largest city in the Imperial Valley, the east anchor of the Southern California Border Region, and the core urban area and principal city of the El Centro metropolitan area which encompasses all of Imperial County. This modern city is home to retail, transportation, wholesale, and agricultural industries. There are direct twice daily flights to LAX from El Centro. El Centro is accessible via Interstate 8, State Highway 86 and State Highway 111. It is also central to some of Southern California and Arizona’s larger cities & attractions:
