General Statement of Duties: Performs all aspects of land, commercial and residential valuations. Prepares and presents all types of property appeals at all levels of formal hearings. Performs complicated and detailed appraisal/assessment work in the valuation of real property.

Appraiser I Supervision Received: Works under the general guidance of the Appraiser II's, Appraiser III's, and the Assessor. Follows established Colorado Revised Statutes and State of Colorado Division of Property Taxation guidelines.

Appraiser II Supervision Received: Works under the general guidance of the Appraiser III's and the Assessor. Follows established Colorado Revised Statutes and State of Colorado Division of Property Taxation guidelines.

Appraiser I Supervision Exercised: This position has no supervisory responsibilities.

Appraiser II Supervision Exercised: Provides general guidance to Appraiser I's.

* Participates in the daily operation of the appraisal staff including field work, taxpayer communications, and extensive computer usage.

* Performs valuations on all classes of commercial, vacant, agricultural, personal, and residential property.

* Responds to public inquiries concerning appraisals, applicable laws, and assessment procedures.

* Conducts extensive statistical analysis on county-wide assessments.

* Prepares and presents information and appraisals for County Board of Equalization, Board of Assessment Appeals, Binding Arbitration, and District Court hearings. Serves as an expert witness when necessary.

* Investigates property transactions using deeds and conducts interviews with grantors, grantees, title companies, and real estate agents.

* Performs field inspections on all classes of properties.

* Works as part of an appraisal team.

* Extensive development of spreadsheets using Microsoft Excel.

* Extensive use of mapping and GIS applications.

* Assists realtors, fee appraisers, title companies, and taxpayers with research, explanations, and valuation conclusions.

* Organizes filing systems for permits, deeds, leases, and other documents.

* Regular and predictable attendance is required.

* Attend continuing education courses for development and licensing requirements.

* Assists in the coordination of multiple annual appraisal projects.

* Reviews and recommends corrections to work performed by junior appraisers.

* Performs the subdivision and combination of parcels including establishing new land values, neighborhoods and land codes.

* Prepares and presents valuations on complex properties (i.e. large agricultural lands, multi-family apartments, manufactured home parks, mixed use classifications, and complex commercial properties.

* Extensive development of spreadsheets using Microsoft Excel.

* Extensive use of mapping and GIS applications.

* Assists realtors, fee appraisers, title companies, and taxpayers with research, explanations, and valuation conclusions.

* Organizes filing systems for permits, deeds, leases and other documents.

* Regular and predictable attendance is required.

* Attend continuing education courses for development and licensing requirements.

MINIMUM QUALIFICATIONS

Required Knowledge, Skills and Abilities:

Appraiser I Education: A High School graduate or equivalent. An Associate or Bachelor Degree from an accredited college or university in accounting, real estate, finance, economics, construction management, business administration, or other related field is preferred. No appraisal license is required at time of hire. At minimum, an ad valorem level of appraisal licensure will be required within two (2) years of hire.

Appraiser II Education: A High School graduate or equivalent. An Associate or Bachelor degree from an accredited college or university in accounting, real estate, finance, economics, construction management, business administration or other related field is preferred. Must have at minimum, a State of Colorado Ad Valorem Appraisal License. A Licensed, Certified Residential or Certified General level of licensure is preferred.

Appraiser I Experience: No minimum level of experience is required.

Appraiser II Experience: Must have a minimum of two (2) years experience as an Appraiser I, or two (2) years experience in an equivalent position, or any equivalent combination of education and experience.

Required Knowledge: Basic knowledge of existing laws, regulations, and methods of property assessment and mass appraisals. Basic knowledge of building construction techniques, workmanship, materials, cost and all types of depreciation.

Language Skills: Ability to communicate effectively both verbally and in writing. Ability to read and interpret plans and maps, analyze data, and prepare reports.

Interpersonal Skills: Maintain effective relationships with the public, county officials, and other employees. Must maintain a high level of integrity, professionalism, and reliability.

Mathematical Skills: Ability to work with basic mathematical concepts such as addition, subtraction, multiplication and division. Ability to calculate and apply complex mathematical concepts such as fractions, percentages, ratios, volume, etc.

Reasoning Skills: Ability to function under pressure and function independently.

Office Technology/Computer Skills: Fundamental computer knowledge including the use of word processing, email, spreadsheets, databases, networks, and statistical programs. Ability to learn additional specialized appraisal software computer programs associated with the position. Skilled use of all generally used office equipment.

Specific vision abilities required by this position include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. Physical ability and mobility to drive a motor vehicle to and from field and meetings as required. Ability to navigate uneven terrain. Ability to work extended shifts and attend training and meetings outside of regularly scheduled hours and the ability to work in stressful situations.

Special Requirements: 40-hours per week. Option of 5-8 hour days (Monday - Friday) or 4-10 hour days (Monday - Thursday). Must be able to attend occasional out-of -town training, requiring overnight stay. Must possess and maintain a valid Colorado Driver's License and satisfactory driving record. Must occasionally work under deadlines, with the possibility of working beyond normal business hours.
